Title
Substitute resolution authorizing the Department of Employee Relations to execute a contract for a benefits communication tool for City employees.

Analysis
This resolution authorizes the Department of Employee Relations to execute a contract with a new vendor partner to provide customized and on-demand digital communication solutions for City employees to help them better understand and utilize the benefits available to them.

Body
Whereas, Common Council Resolution File Number 191644, authorized the Department of Employee Relations to complete a request for proposal process for a benefits communication tool for City employees; and

Whereas, The Department of Employee Relations continuously looks for new ways to educate employees on current benefit programs and services and how the programs work; and

Whereas, The City's benefits consultant, Gallagher Benefits Services, led a request for proposal process which included evaluation of proposal responses by a review and selection committee comprised of employees from the Department of Employee Relations and the City’s health and wellness partners; and

Whereas, Upon completion of the review process, the selection committee is recommending Flimp Communications for a contract to provide customized digital content and video benefit communications for employees based on their offering of strategic solutions along with competitive pricing, performance guarantees and a dedicated account team; and

Whereas, Flimp Communications has experience working with the public sector and creating communication strategies with high engagement rates and the ability to implement creative solutions in time for the fall open enrollment period; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a contract with Flimp Communications beginning August 1, 2021...
