Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $10,476,499 for a total estimated cost of these projects being $11,096,499.

Analysis

This resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $10,476,499.  The total estimated cost of these projects is $11,096,499.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

2nd Aldermanic District

 

N. 62nd St. - W. Stark St. to 150’ north of W. Lawn Ave. (WT410210662) File Number 191786: Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $1,085,000). The total estimated cost of this project including the requested amount is $1,135,000.  This project is anticipated to be completed during the 2021 construction season.

 

N. 63rd St. - W. Fairmount Ave. to W. Villard Ave. (WT410210663)  File Number: 191786: Relaying water main.  (Nonassessable Water Fund Budget Line 5010 -- $0;

W. Ruby Ave. - N. 36th St. to N. Sherman Blvd. (SM499210016) File Number 201552: Installing permeable pavers. (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $359,000).  The total estimated cost of this project including the requested amount is $379,000.  This project is anticipated to be completed during the 2021 construction season.

 

N. 28th St. - W. Concordia Ave. to W. Townsend St. (SM495200071) File Number 201138: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $187,000).  The total estimated cost of this project including the requested amount is $199,000.  This project is anticipated to be completed during the 2021 construction season.

 

N. 35th St. -- W. Nash St. to W. Vienna Ave. (SM495200076) File Number 201139: Relaying sanitary sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $179,000).  The total estimated cost of this project including the requested amount is $191,000.  This project is anticipated to be completed during the 2021 construction season.

Road Diet, City of Milwaukee - Various Streets (ST320180401) (2984-06-09)

File Number 171845: Reconfiguring pavement markings for lane reduction from four to two through lanes as a means of traffic calming. Installing two-way left turn lanes, parking lanes, and a bicycle lane.

City Wide

 

Administration and maintenance of the Pavement Management Administration System (PMA) (ST30581901). (Nonassessable Major Projects Paving Fund -- $250,000). To undertake a surface distress survey and roughness testing of pavements and update the existing pavement conditions, performed by Stantec. The City Comptroller is authorized to transfer $250,000 from the Major Street Improvement parent account 0333-ST320210000, to an expenditure account previously created within the Capital Improvement Fund-Grant and Aid Projects (ST30581901) for the PMA. The total estimated cost for this project is $250,000. This project is anticipated to be completed in 2021.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved that project SM497200277 (Resolution 201346) be deleted from the 2021 sewer program; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
