Title
A substitute ordinance to further amend the 2021 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Budget and Management Division), Assessor’s Office, Department of Employee Relations, Police, Department of Public Works - Water Works
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Employee Relations, Employee Benefits Division, Worker’s Compensation Section”, add one position of “Paralegal”.
Under “Police Department”, amend footnote “(S)” to read as follows:
“(S) State Beat Patrol Grant: To expire 12/31/21 unless the State Beat Patrol Program Grant available from the State of Wisconsin, Office of Justice Assistance, is extended.”
Under “Intelligence Fusion Center”, add one position of “Police Services Specialist-Investigator (E)” and add footnote “(E)” to read as follows:
“(E) Position authority to expire if the project is discontinued or until 09/30/23 unless the 2020 Operation Legend Grant funding is extended.
Part 2. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2021 - February 21, 2021):
Under “Department of Administration, Budget and Management Division”, delete one position of ‘Financial Operations Manager (Y)”, delete one position of “Budget and Policy Manager (Y)”, delete two positions of “Fiscal Planning Specialist-Senior”, delete one position of “Capital and Debt Specialist”, delete three positions of “Budget and Management Special Assistant”, add one position of “Budget and Fiscal Policy Operations Manager (Y)”, add two positions of “Budget and Fiscal Policy Manager”, and add five positions of “Budget and Fiscal Policy Analyst IV”.
Part 3. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2021 - March 7, 2021):
Under “Police Department, Radio Communications”, delete one position of “Electronic Technician”.
Under “Information Technology Division”, add one position of “Technical Writer”.
Part 4. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 7, 2021 - March 21, 2021):
Under “Department of Public Works - Water Works, Engineering Organization, Administration”, delete one position of “Civil Engineer V (X) (Y)” and add one position of “Engineer in Charge (X) (Y)”.
Part 5. Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 9, 2021 - April 18, 2021):
Under “Assessor’s Office, Systems and Administration Division”, delete one position of “Property Assessment Technician”, add one position of “Property Listing Technician”, and add one position of “Property Assessment Technician II”.
Under “Assessment Division, Real Property”, delete one position of “Senior Property Appraiser 4 (A)”.
Under “Police Department, Office of Management & Planning”, delete one position of “Police Planning and Policy Director”.
Under “Budget & Finance Division”, add one position of “Grant Compliance Manager”.
Part 6. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 7. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2021 (February 21, 2021).
Part 8. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2021 (March 7, 2021).
Part 9. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 7, 2021 (March 21, 2021).
Part 10. The provisions of Part 5 of this ordinance are deemed to be in force and effect from and after Pay Period 9, 2021 (April 18, 2021).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 11. This ordinance will take effect and be in force from and after its passage and publication.
