Title

A substitute ordinance to further amend the 2021 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Common Council - City Clerk, Comptroller, Health Department, Municipal Court, Port, Department of Public Works (Operations Division, Transportation Fund)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Community Health Division”, add footnote “(WW)” to read as follows:

 

“(WW)                     To expire 12/30/21 unless the Woman, Infants and Children’s (WIC) Breastfeeding Peer Counseling Grant from the State of Wisconsin Department of Health Services, is extended.”

 

Under “Auxiliary COVID-19 Positions”, add footnote designation “(S)” to fifteen positions of “Temporary Disease Intervention Specialist Supervisor”, fifty positions of “Temporary Disease Intervention Specialist Coordinator”, fifty positions of “RN Supervisor and Case Investigator”, three positions of  “Temporary Data and Evaluation Coordinator”, ten positions of “Temporary Administrative Assistant II”, twenty positions of “Temporary Customer Service Representative II”, two positions of “Temporary Epidemiologist”,                      and create footnote “(S)” to read as follows:

 

“(S)                     To expire 03/31/2021 unless the 2020-2021 COVID 19 Pilot Funding Program is extended.”

 

Under “Municipal Court, Information Technology”, add one position of “Programmer Analyst”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):

 

Under “Comptroller, Payroll Administration Division”, delete three positions of “City Payroll Assistant-Senior” and add three positions of “City Payroll Specialist”.

 

Under “Health Department, Environmental Health Division, Emergency Response Preparation”, delete one position of “Emergency Preparedness Environmental Health Director (A)(X)(Y)” and add one position of “Public Health Emergency Response Planning Director (A)(X)(Y)”.

 

Under “Consumer Environmental Health”, delete one position of “Consumer Environmental Health Division Director (X)(Y)” and add one position of “Consumer Environmental Health Director (X)(Y)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service hereby amended as follows (Effective Pay Period 1, 2021 - December 27, 2020):

 

Under “Common Council - City Clerk, Central Administration Division”, delete one position of “Management and Accounting Officer” and add one position of “Business Operations Manager”.

 

Under “Health Department, Community Health Division”, delete one position of “Healthy Food Access Coordinator”.

 

Under “Healthcare Access”, delete one position of “Health Access Assistant (X)”.

 

Under “Policy, Innovation and Engagement Division”, add one position of “Public Health Strategist (X) (Y)”.

 

Under “Department of Public Works - Operations Division, Administration Section, General Office”, delete one position of “Operations Services Supervisor” and add one position of “Operations Services Manager”.

 

Under “Fleet Services Section, Operations Dispatch”, delete one position of “Fleet Training Manager” and add one position of “Fleet Operations and Training Supervisor”.

 

Under “Department of Public Works - Transportation Fund, Parking Operations and Maintenance Decision Unit, Parking Administration/Structures/Meters”, delete one position of “Parking Financial Manager (Y)” and add one position of “Transportation Financial Analyst”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 200537 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2021 - February 21, 2021):

 

Under “Port Milwaukee, Engineering Division”, delete one position of ‘Engineering Technician II” and add one position of “Engineering Technician IV”.

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2020 (December 29, 2019).

 

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2021 (December 27, 2020).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2021 (February 21, 2021).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
