Title
A substitute ordinance to further amend the 2021 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Comptroller, Fire, Health Department, Police, Department of Public Works (Infrastructure Services Division, Transportation Fund)
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 1GX, delete footnote designations “(11)” and “(22)” from the title of “Health Data and Evaluation Director (9) (11) (20) (22)”, delete footnote designation “(15)” from and add footnote designation “(11)” to the title of “Electrical Services Manager (1) (15)”, add footnote designations “(4)” and “(14)” to the title of “Electrical Services Manager (1) (11)”, delete the title of “Library Facilities Maintenance Suprvisor (4)(14)”, add the title of “Library Facilities Maintenance Supervisor (4) (14)”, and renumber remaining footnotes in accordance with submitted CCFN 201400.
Under Pay Range 1HX, add footnotes “(4)” and “(9)” to the title of “Electrical Services Manager - Senior”.
Under Pay Range 1IX, move footnote “(8)” to be under “Wage Rate:” and renumber footnotes in table according to submitted CCFN 201400.
Under Pay Range 1JX, add footnote designations “(3)” and “(6)” to the title of “Electrical Services Operations Manager”.
Under Pay Range 1KX, remove footnote designations “(1)” and “(2)” from the title of “Accounts Director (1) (2)”, move footnote (2) to be under “Wage Rate:”, add footnote designations “(2)” and “(4)” to the title of “Water Plants Manager”, renumber footnotes accordingly, and create footnote “(3)” to read:
“(3) Recruitment may be at any rate in the pay range with the approval of DER and the Chair of the Committee on Finance and Personnel.”
Part 2. Part 1, Section 1 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):
Under Pay Range 1GX, add the title of “Assistant City Payroll Manager (8)(18)”.
Under Pay Range 1HX, delete the title of “City Payroll Manager”.
Under Pay Range 1IX, add the title of “City Payroll Manager (6)(14)”, add the title of “Public Health Emergency Response Planning Director (2) (10)”, delete the title of “Consumer Environmental Health Division Director”, and add the title of “Consumer Environmental Health Director (2) (10)”.
Part 3. Part 1, Section 1 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2021 - December 27, 2020):
Under Pay Range 1AX, add the title “Healthcare Access Program Coordinator (4)(8)” and create the following footnotes:
“(4) Recruitment at any point in the range with approval by DER.”
“(8) Recruitment at any point in the range with approval by DER.”
Under Pay Range 1BX, delete the title of “Operations Services Supervisor (1) (4)”.
Under Pay Range 1CX, add the title of “Fleet Operations and Training Supervisor (1) (3) (4) (6)” and create footnotes “(3)” and “(6)” to read the following:
“(3) Recruitment may be at any rate in the range with the approval of DER.”
“(6) Recruitment may be at any rate in the range with the approval of DER.”
Under Pay Range 1EX, add footnote designations “(15)” and “(30)” to the title of “Fleet Operations and Training Manager (4) (19)” and create footnotes “(15)” and “(30) to read the following:

Under Pay Range 1FX, delete the title of “Parking Financial Manager (4) (13)” and add the title of “Operations Services Manager (4) (13)”.
Part 4. Part 1, Section 1 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2021 - March 7, 2021):
Under Pay Range 1HX, add footnote designations “(1)” and “(6)” to the title of “Facilities Manager”.
Part 5. Part 1, Section 2 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 2HN, renumber footnotes accordingly; correct spacing for newly numbered footnote “(14)”; recreate and amend footnote “(6)”, and amend newly numbered footnotes “(7)” and “(14)” to read as follows:
“(6) An employee assigned as a ‘Project Lead’ or assigned to perform the duties of a higher level title to be paid an additional 5% while performing those duties.”
“(7) An employee, when assigned as a ‘Lead Property Appraiser’ to be paid in the following rates upon certification by the Commissioner of Assessments of having attained and maintained the required credentials and job performance:

Under Pay Range 2HX, add footnote designations “(1)” and “(6)” to the title of “Public Health Emergency Response Planning Coordinator”.
Under Pay Range 2IX, delete title of “Assistant City Payroll Manager”.
Under Pay Range 2DN, add the title of “City Payroll Specialist (19)(38)” and add the following footnotes:
“(19) Recruitment is at:

and may be at any point in the range based on experience and credentials with approval of DER.”

Under Pay Range 3LN, renumber footnotes in table according to submitted CCFN 201400.
Under Pay Range 3MN, renumber footnotes in table according to submitted CCFN 201400, correct formatting for footnotes “(4)” and “(8)”, and amend footnotes “(3)” and “(7)” to read:

Under Pay Range 5IN, delete footnote designation “(10)” from and add footnote designation “(6)” to the titles of “Administrative Assistant IV (1) (10)”, “Benefits Services Specialist (1) (10)”, “Human Resources Assistant (1) (10)”, “Program Assistant III (1) (10)”, and “Revenue Collection Specialist (1) (10)”; delete footnote designations “(9)” and “(18)” and add footnote designations “(5)” and “(10)” to the title of “Water Plant Maintenance Assistant (9) (18)”.
Part 11. Part 1, Section 5 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):
Under Pay Range 5GN, delete the title of “City Payroll Assistant - Senior”.
Part 12. Part 1, Section 7 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 7KN, delete footnotes “(6)”, “(7)”, “(14)”, “(15)”, and and renumber footnotes accordingly.
Under Pay Range 7QN, delete footnotes “(5)”, “(10)”, “(11)”, renumber accordingly except footnote “(8)”, correct the formatting on footnotes “(4)” and “(9)”, and recreate and insert footnote “(8)” to read as follows:

Under Pay Range 7SN, correct formatting for the pay range.

Under Pay Range 8DN, delete the title of “Locator Technician (12) (25)”, add the title of “Locator Technician (11) (24)”, delete footnotes “(8)”, “(12)”, “(21)”, “(25)”, and amend footnotes “(8)” and “(21)” to read as follows:

Under Pay Range 8DN, add footnote designations “(13)” and “(26)” to the title of “Sanitation Yard Attendant (11) (24)” and create footnotes “(13)” and “(26)” to read as follows:
“(13) An employee to be compensated an additional 3% when assigned to perform Brine Operations duties.”

Part 15. Part 1, Section 9 of ordinance File Number 200536 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Pay Range 9QX, amend footnotes “(1)” and “(2)” to read as follows:

Part 16. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 17. The provisions of Parts 2, 6, and 11 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2020 (December 29, 2019).
Part 18. The provisions of Parts 3, 7, and 14 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2021 (December 27, 2020).
Part 19. The provisions of Part 8 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2021 (February 21, 2021).
Part 20. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2021 (March 7, 2021).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 21. This ordinance will take effect and be in force from and after its passage and publication.
