Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $111,000 for a total estimated cost of these projects being $1,276,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $111,000 with the total cost estimated to be $1,276,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st and 4th Aldermanic Districts
N. 27th St. - Bioretention Maintenance Contract (SM499210001) (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $51,000. This project is anticipated to be completed during the 2021 construction season.
2nd, 5th and 9th Aldermanic Districts
N. 91st St. .-- Bioretention Maintenance Contract (SM499210003) (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $31,000. This project is anticipated to be completed during the 2021 construction season.
7th and 15th Aldermanic Districts
N. Sherman Blvd. -- Bioretention Maintenance Contract (SM499210002) (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000). The total estimated cost of this project including the requested amount is $45,000. This project is anticipated to be completed during the 2021 construction season.

S. 88th St. - W. Crawford Ave. to W. Wilbur Ave. (SM495210011) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $145,000. This project is anticipated to be completed during the 2021 construction season.

W. Windlake Ave. - S. 19th St. to S. 20th St. (SM495210010) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost of this project including the requested amount is $74,000. This project is anticipated to be completed during the 2021 construction season.
W. Windlake Ave. - 120' north of W. Harrison Ave. to S. 19th St. (SM495210014) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $141,000. This project is anticipated to be completed during the 2021 construction season.
S. 19th St. - W. Windlake Ave. to W Cleveland Ave. (SM495210013) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $106,000. This project is anticipated to be completed during the 2021 construction season.
15th Aldermanic District
N. 45th St. - W. Meinecke Ave. to W. Clarke St. (SM495210012) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost of this project including the requested amount is $348,000. This project is anticipated to be completed during the 2021 construction season.

2021 Bioretention Maintenance Contract (SM499210004) (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $20,000). The total estimated cost of this project including the requested amount is $355,000. This project is anticipated to be completed during the 2021 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
