Substitute resolution relative to acceptance and funding of the 2020-2021 COVID 19 Pilot Funding Program from the State of Wisconsin Department of Health Services.
Analysis
This resolution authorizes the Health Department to accept and fund 2020-2021 COVID 19 Pilot Funding Program from the State of Wisconsin Department of Health Services in the amount of $3,920,000 with no city share. The purpose of the project is to support the work of local COVID-19 community testing efforts in community-based settings, outbreak-based settings, and high-risk congregate settings. The funding will support expenses resulting from specimen collection and results communication.
BODY:
Whereas, The City of Milwaukee appears to be eligible for project income funds from the State of Wisconsin Department of Health Services to test symptomatic people, close contacts of a confirmed COVID-19 case, regardless of symptoms, investigate outbreaks, and test residents and staff in high risk areas; and
Whereas, The operation of this grant is from 10/12/2020 to 03/31/2021 would cost $3,920,000 with no city share; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects fund, the following amounts for the project titled Medical 2020-2021 COVID 19 Pilot Funding Program:

2. Create the necessary Special Revenue Fund Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the agreement and incur costs consistent with the award date;
2. Expend from the 2020-2021 budget funds for training and out of town travel by departmental staff;
3. Expend from the 2020-2021 budget funds for equipment as specified in the grant budget;
4. Enter into leases and contracts as indicated in the budget.
Further Resolved, That the Common Council directs that the 2021 Positions Ordinance C.C File Number 200537, should be amended as follows:
