Resolution authorizing the Commissioner of Public Works to execute a project agreement titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the City of Glendale” and to set up funds for the Highway Safety Improvement Project (HSIP) of the intersection of W. Silver Spring Dr. and N. Long Island Dr. in the 1st Aldermanic District with a total estimated cost of the HSIP project to be $1,230,796.10, of which the City’s share is $4,579.78 and the balance of $1,226,216.32

Analysis
This resolution authorizes the Commissioner of Public Works to execute a project agreement titled “Cost Sharing Memo of Understanding Between the City of Milwaukee and the City of Glendale” for the cost sharing of the street resurfacing projects of W. Custer Av. - N. 13th St. to N. Green Bay Av.; W. Custer Av. - N. Dexter Av. to N. 27th St.; and a Highway Safety Improvement Project (HSIP) of the intersection of W. Silver Spring Dr. and N. Long Island Dr. in the 1st Aldermanic District with a total estimated cost of these projects $1,751,896.10, of which the City’s share is $265,879.78 and the Wis DOT, City of Glendale and Village of Whitefish Bay’s share is $1,486,016.32. The estimated total cost for the Highway Safety Improvement Project (HSIP) of the intersection of W. Silver Spring Dr. and N. Long Island Dr. in the 1st Aldermanic District is $1,230,796.10, of which the City’s share is $4,579.78 and the balance of $1,226,216.32 is to be paid by Wis DOT, City of Glendale and Village of Whitefish Bay.
Body
Whereas, West Custer Avenue is in need of rehabilitation; and
Whereas, The projects are included in the Department of Public Works street resurface/ reconstruction Program; and
Whereas, The City of Milwaukee and City of Glendale share jurisdiction ownership of the streets and will share the construction costs; and
Whereas, The City of Glendale will be the lead agency of the project design and construction; and
Whereas, These street projects are programmed for construction in 2021; and
Whereas, the engineering for the West Custer Avenue projects was set up in Resolution 181382, and
Whereas, Funding for the construction phase of the West Custer Avenue projects will be included in a separate resolution, and
Whereas, The intersection improvement of W. Silver Spring Dr. and N. Long Island Dr. will improve safety for pedestrians and vehicles at the intersection; and
Whereas, the City of Glendale submitted a HSIP grant to the Wisconsin Department of Transportation and received approval; and
Whereas, the total amount of the HSIP grant design and construction is over $1,230,000 of which 90 % is to be paid by the Wisconsin DOT grant, with the Village of Whitefish Bay, City of Glendale and City of Milwaukee paying for 10% of the cost of the work in each community, and
Whereas, the grant funding for the HSIP City of Milwaukee portion of the project is included in this resolution;
Now therefore be it
Resolved, That upon approval of this resolution, the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant, and Aid Projects, the necessary Project Grant Chartfield Values for the project expenditure and transfer to any of these accounts the amount required under this grant agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts approved for Grantor Share and City Share or $5,000, whichever is greater, as follows:

Custer Av. - N. 13th St. to N. Green Bay Av.; W. Custer Av. - N. Dexter Av. to N. 27th St.; and a Highway Safety Improvement Project (HSIP) of the intersection of W. Silver Spring Dr. and N. Long Island Drcopies of which are attached to Common Council Resolution File Number 201274, and are incorporated by reference as though set forth in full.
