Title
Resolution relating to Port Milwaukee’s application for, and acceptance, funding and expenditure of, a U.S. Department of Transportation Port Infrastructure Development Program grant.
Analysis
This resolution authorizes Port Milwaukee to apply for, accept, fund and expend a U.S. Department of Transportation 2019 Port Infrastructure Development Program grant to construct a new $34,748,044 Agricultural Maritime Export Facility.
Body
Whereas, Mayor Tom Barrett and U.S. Senator Tammy Baldwin announced in February 2020 that Port Milwaukee was selected as a recipient of $15,893,543 in U.S. Department of Transportation Port Infrastructure Development Program (PIDP) funds; and
Whereas, PIDP funds will be used to construct a new Agricultural Maritime Export Facility (AMEF) at Port Milwaukee and operated by the DeLong Company, Inc.; and
Whereas, On October 13, 2020, the Common Council adopted File Number 200698, a resolution authorizing a long-term lease agreement between the Port and the DeLong Company, Inc.; and
Whereas, Required PIDP local match funds will be provided by the State of Wisconsin (at least $4,715,414), the DeLong Company, Inc. and other grant sources (at least $8,439,087), and the City of Milwaukee via the Port (no more than $5,700,000); and
Whereas, No more than 45.8% of the AMEF will be funded by the PIDP, at least 13.6% of the AMEF will be funded by the State of Wisconsin, at least 24.2% of the AMEF will be funded by the DeLong Company, Inc. and other grant sources, and no more than 16.4% of the AMEF will be funded by the City of Milwaukee via the Port; and
Whereas, On September 22, 2020, the Common Council adopted File Number 200590, a resolution authorizing a cooperative agreement between the Port and the Redevelopment Authority of the City of Milwaukee to provide for the Port’s local match contribution to secure the PIDP grant; now, therefore, be it
