Title

Substitute resolution relative to the acceptance and funding of the 2021 Maternal and Child Health Grant from the State of Wisconsin Department of Health Services.

                     

Analysis

This resolution authorizes the Health Department to accept and fund the 2021 Maternal and Child Health Grant from the Wisconsin Department of Health Services in the amount of $800,079 with a grantor share of $457,188 (57%) and a city share of $342,891 (43%).  The purpose of the contract is to improve birth outcomes, provide family support, and improve childhood development through an intensive home visiting program (Nurse Family Partnership) and the Men’s Health Program.

 

Body

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services for the purpose of improving birth outcomes, provide family support, and improve childhood development; and

 

Whereas, The operation of this grant project from 01/01/2021 to 12/31/2021 would cost $800,079 of which $457,188 (57%) would be provided by the grantor and $342,891 (43%) would be provided by the city and; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:1.  Commit funds within the Project/Grant Parent of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2021 Maternal and Child Health Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.  Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Expend from the 2021 grant budget funds for specific items of equipment;

 

3.  Expend from the 2021 grant budget funds for training and out-of-town travel by departmental staff;

 

4.  Enter into subcontracts as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2021 Positions Ordinance, C.C. File 190614, should be amended as follows:
