Analysis

This resolution amends Common Council File # 200553 the Epidemiology and Laboratory Capacity (ELC); Project E - Cross Cutting Emerging Issues COVID-19, Enhancing Detection grant from the Department of Health Services, Division of Public Health. critical resources to state, local, and territorial health departments in support of necessary expenses to implement and oversee expanded testing capacity for COVID-19/SARS-CoV-2, including the ability to process, manage, analyze, use, and report the increased data produced. 

 

BODY

Whereas, Common Council File # 200553 authorizes the Health Department to accept and fund the Epidemiology and Laboratory Capacity (ELC); Project E - Cross Cutting Emerging Issues COVID-19, Enhancing Detection grant from the Department of Health Services, Division of Public Health for the purpose of providing critical resources to state, local, and territorial health departments in support of necessary expenses to implement and oversee expanded testing capacity for COVID-19/SARS-CoV-2, including the ability to process, manage, analyze, use, and report the increased data produced. This grant provides a grantor share in the amount of $7,188,616 (100%) and no city match.

 

Whereas, the operation of this grant project from 05/18/2020 to 11/18/2022 would cost $7,188,616 in total provided entirely by the grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that acceptance of this grant from the State of Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant parent of the 2020 Special Revenue-Grant and Aid Projects Fund, the following amounts for the program titled Wisconsin Well Woman Program Grant:

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                         Expend from the amount appropriated sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.         Expend from the grant budget funds for training and out-of-town travel by departmental staff; and

 

3.         Expend from the grant budget funds for specific items of equipment; and

 

4.                         Enter into subcontracts and leases as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2020 Positions Ordinance C.C. File Number 190614, should be amended as follows:
