Title
Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $1,880,000 for a total estimated cost of these projects being $25,480,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $1,880,000 with the total cost estimated to be $25,480,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
N. Hopkins St. -- W. Hampton Ave. to W. Stark St. (SM495200057) Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $188,000. This project is anticipated to be completed during the 2021 construction season.
5th Aldermanic District
W. Good Hope Rd -- N. 107th St. to N. 124th St. (SM499200015) Bioswales.
(Stormwater Quality -- Non-Assessable Water Quality Projects to meet TMDL Requirements, $10,000). The total estimated cost for this project including the requested amount is $150,000. The project is anticipated to be completed during the 2021 construction season.

S. 7th St. - W. Orchard St. to W. Lapham Blvd. (SM495200056) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $258,000. This project is anticipated to be completed during the 2021 construction season.

N. 37th St. - W. McKinley Ave. to W. Vliet Ave. (SM495200060) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost of this project including the requested amount is $41,000. This project is anticipated to be completed during the 2021 construction season.
N. 38th St. - W. Mckinley Ave. to W. Vliet St. (SM495200058) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $148,000. This project is anticipated to be completed during the 2021 construction season.
N. 39th St. - W. Garfield Ave. to W. North Ave. (SM495200055) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $147,000. This project is anticipated to be completed during the 2021 construction season.

City Wide
Administration cost for high impact paving engineering (ST216210001): (Nonassessable High Impact Paving Fund -- $150,000). The total 2021 budget for the high impact resurface program is $8,000,000.
Administration cost for street paving engineering (ST211210001): (Nonassessable Reconstruction Paving Fund -- $1,000,000). The total 2021 budget for the street resurface/reconstruction program is $6,750,000.
Administration cost for Sidewalk Replacement (ST230210001) Laying concrete walk. Doing all necessary grading pertaining to said work. (Non- Assessable Sidewalk Reconstruction Paving Fund -- $100,000). The total 2021 budget for the sidewalk replacement program is $1,500,000.
Administration cost for 2021 alley paving Engineering (ST212210001) (Nonassessable Alley Paving Fund -- $100,000). The total 2021 budget for alley paving is $1,150,000.
ADA ramps for 2016 High impact paving north-side projects: (ST216210101) Replace curb and gutter and sidewalk as necessary (Nonassessable High Impact Paving Fund -- $50,000). The total estimated cost of this project including the requested amount is $1,000,000. This project is anticipated to be completed during the 2021 construction season.
ADA ramps for 2016 High impact paving south-side and central projects: (ST216210102) Replace curb and gutter and sidewalk as necessary (Nonassessable High Impact Paving Fund -- $50,000). The total estimated cost of this project including the requested amount is $1,250,000. This project is anticipated to be completed during the 2021 construction season.

The total estimated cost of this project including the requested amount is $750,000. This project is anticipated to be completed during the 2021 construction season.
High impact paving: N. Astor St., E. Hartford Av., N. Vel Phillips Av., N. 38th St., N. Hackett Av., N. Prospect Av., W. Mt. Vernon Av., W. Stevenson St., etc. (ST216210107) Asphalt surface overlay: (Nonassessable High Impact Paving Fund -- $50,000). The total estimated cost of this project including the requested amount is $900,000. This project is anticipated to be completed during the 2021 construction season.
High impact paving: S. 14th St., S. 68th St., S. Clement Av., W. Griffin Av., W. Rosedale Av. etc. (ST216210108) Asphalt surface overlay: (Nonassessable High Impact Paving Fund -- $50,000). The total estimated cost of this project including the requested amount is $1,000,000. This project is anticipated to be completed during the 2021 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That project grants ST211210001, ST212210001, ST230210001, ST216210001, ST216210101, ST216210102, ST216210103, ST216210104, ST216210105, ST216210106, ST216210107 and ST216210108, are to be allocated in the 2021 budget; and, be it
Further Resolved, That if surplus 2020 funds become available some or all of the 2021 budget projects may be funded with 2020 funds; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
