Substitute resolution relative to the acceptance and funding of the 2020-2021 Family Foundations Comprehensive Home Visiting Grant from the State of Wisconsin Department of Children and Families.

Analysis
This resolution authorizes the Health Department to accept and fund the Family Foundations Comprehensive Home Visiting Grant from the State of Wisconsin Department of Children and Families in the amount of $2,106,327 with a grantor share of $1,377,170 (65%), $126,199 (6%) program income, and a city share of $602,958 (29%). The purpose of the grant is to serve families in need of services related to improving pregnancy outcomes, enhancing family functions, preventing child abuse and neglect and assuring child readiness for school.

Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Children and Families to improve pregnancy outcomes, enhance family functions, prevent child abuse and neglect and assure child readiness for school; and

Whereas, The continued operation of this grant program from 10/01/20 to 09/30/2021 would cost $2,106,327 comprised of $1,377,170 (64%) grantor share, $126,199 (6%) program income, and $602,958 (29%) City Share; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that acceptance of this grant from the State of Wisconsin Department of Children and Families is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent of the 2020 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Comprehensive Home Visiting Grant:
