Analysis

Resolution directing the proper City officials to prepare and execute an intergovernmental cooperation agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District for the purpose of delegating responsibilities for design, construction, maintenance, and cost sharing for Green Infrastructure under the I-794 overpass in an area bounded by West St. Paul Avenue, West Clybourn Street, North 6th Street, and North 12th Street.

 

Body

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, MMSD desires to promote the installation of Best Management Practices such as bioswales and porous pavers and is willing to provide funding as part of its Green Solutions Program; and

 

Whereas, the City is obligated, pursuant to its WPDES permit, to manage discharges from its municipal separate storm sewer system (MS4), and the installation of green infrastructure within the separate sewer area will help satisfy this obligation; and

 

Whereas, the project as envisioned will allow the City and the District to capture and store 293 thousand gallons of stormwater within the separate sewer area through the installation of green infrastructure and stormwater management practices; and

 

Whereas, Plans, specifications and cost estimates have been prepared for these projects; and

 

Whereas, the project shall be funded by the MMSD’s Green Solutions program, as outlined in the attached intergovernmental cooperation agreement; and

 

Whereas, the City is obligated to maintain the project after completion for a period of 10 years; and

 

Whereas, maintenance of the project is further discussed in the companion file 200834; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to prepare and execute an intergovernmental cooperation agreement between the City of Milwaukee and the Milwaukee Metropolitan Sewerage District, in substantially the same form as attached to this file, relating to the responsibilities for design, construction, maintenance, and cost sharing for Green Infrastructure under the I-794 overpass.
