Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $135,000 for a total estimated cost of these projects being $3,667,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $135,000 with the total cost estimated to be $3,667,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
2nd, 7th and 10th Aldermanic Districts
N. 60th St. - W. Burleigh St. to W. Capitol Dr. (SM499190017) Stormwater Trees at North 60th Street. (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $15,000, Additional Funds). The total estimated cost for this project including the requested amount is $1,875,000. The project is anticipated to be completed during the 2021 construction season.
6th Aldermanic District
W. Burleigh St.-- N. 14th St. to N. Teutonia Ave. (SM495190042) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000, Additional Funds). The total estimated cost of this project including the requested amount is $169,000. This project is anticipated to be completed during the 2020 construction season.
N. 15th St. - W. Burleigh St. to 200’ south of W. Ring St. (SM495190035) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000, Additional Funds). The total estimated cost of this project including the requested amount is $208,000. This project is anticipated to be completed during the 2021 construction season.
N. 16th St. - W. Burleigh St. to W. Ring St. (SM495190043) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $10,000, Additional Funds). The total estimated cost of this project including the requested amount is $268,000. This project is anticipated to be completed during the 2020 construction season.

W. Burleigh St. -- W. Lisbon Ave. to W. Appleton Ave. (SM499190018) Stormwater Trees. (Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $10,000, Additional Funds). The total estimated cost for this project including the requested amount is $102,000.The project is anticipated to be completed during the 2021 construction season.
N. 95th St. - 100’ north of W. St. Paul Ave. to 325’ south of W. St. Paul Ave. (SM495200040) Combined Relay. (Nonassessable Sewer Maintenance Relay Fund --$12,000). The total estimated cost of this project including the requested amount is $102,000. This project is anticipated to be completed during the 2021 construction season.

W. Morgan Ave. - S. 75th St. to S.Honey Creek Dr. (SM499200014) Install Bioswales. (Stormwater Quality - Non Assessable Water Quality Projects to meet TMDL Requirements- $20,000). The total estimated cost for this project including the requested amount is $165,000. This project is anticipated to be completed during the 2021 construction season.

S. 10th St. - W. Manitoba St. to W. Dakota St. (SM495200041) Combined Relay. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $220,000. This project is anticipated to be completed during the 2021 construction season.

W. Brown St. - N. 37th St. to N. 41st St. (SM495200042) Combined Relay. (Nonassessable Sewer Maintenance Relay Fund - $12,000). The total estimated cost of this project including the requested amount is $246,000. This project is anticipated to be completed during the 2021 construction season.
N. 40th St. - 350’ south of W. Lisbon Ave. to W. Brown St. (SM495200038) Combined Relay. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $193,000. This project is anticipated to be completed during the 2021 construction season.
N. 41st St. - W. Lisbon Ave. to W. Lloyd St. (SM495200039) Combined Relay. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $119,000. This project is anticipated to be completed during the 2021 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
