Title

Resolution relative to the cost participation and installation of traffic signal improvements under two Highway Safety Improvement Program projects in various Aldermanic Districts at a total estimated cost of $797,662.07, with an estimated grantor share of $717,895.87, and an estimated City share of $79,766.20.

Analysis

This resolution authorizes the Commissioner of Public Works and Comptroller to enter into two Local Force Account agreements with the Wisconsin Department of Transportation for the installation of traffic signal improvements using City forces at various intersections citywide under in various Aldermanic Districts at a total estimated cost of $797,662.07 with an estimated grantor share of $717,895.87, and an estimated City share of $79,766.20 and to install these improvements upon execution of the agreements. This resolution also authorizes the Comptroller to establish and transfer funds to the appropriate accounts for the project.

Body

Whereas, Two Project Agreements for the installation of traffic signal improvements under the Highway Safety Improvement Program were approved by the Common Council under File Number 180761; and

 

Whereas, The two proposed projects include the installation of larger 12 inch signal indications at 152 intersections Citywide as shown in the attached maps; and

 

Whereas, The Highway Safety Improvement Program is intended to reduce the number and severity of crashes; and

 

Whereas, The total estimated cost of these projects is $738,575.99 for the upgrade of traffic control signals; and

 

Whereas, The total estimated cost for state review for the project is $59,086.08; and

 

Whereas, $79,766.20 is not reimbursable and is included in the Division’s 2020 Capital Purpose Project Grant Number ST320200000; and

 

Whereas, $664,718.39 is reimbursable from the Wisconsin Department of Transportation, and should be earmarked for this project in the 2020 Capital Grant and Aids Projects Fund Project Grant Number SP032200100; and

 

Whereas, $53,177.48, is non-reimbursable from the Wisconsin Department of Transportation; and

 

Whereas,  The State cannot proceed with any project cost overruns or changes in scope of more than 5% without prior Department of Public Works approval; and   

 

Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project cost overruns or changes in scope approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns or changes in scope as approved by the Department of Public Works; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works and the Comptroller are authorized to enter into two Local Force Account agreements with the Wisconsin Department of Transportation for the installation of traffic control signal improvements with City forces under two Highway Safety Improvement Program projects with unit prices based on a predetermined estimate prepared under the Federal State aided highway program, copies of which are attached to this resolution, and is incorporated into this resolution as though set forth in full; and, be it

 

Further Resolved, That upon approval of this contract, that the Commissioner of Public Works is directed to install traffic signal improvements with City forces at 152 intersections citywide; and, be it

 

Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
