Title

A substitute ordinance to further amend the 2020 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

 

Department of Employee Relations, Health Department, Port Milwaukee, Department of Public Works (Infrastructure Services Division)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Department of Employee Relations, Operations Division, Compensation and Pay Services”, delete one position of “Human Resources Assistant”.

 

Under “Health Department, Clinical Services Division, Laboratory”, add one position of “Bioinformatician (XX)”, add one position of “Quality Assurance/Operations Coordinator (XX)”, add footnote designation “(XX)” to two positions of “Microbiologist”, and add footnote “(XX)” to read as follows:

 

“(XX)                     To expire 11/18/22 unless the Epidemiology and Laboratory Capacity Grant: Project E - Project E - Cross Cutting Emerging Issues COVID-19, Enhancing Detection grant is extended.”

 

Under “Community Health Division, Maternal & Child Health”, add footnote designation “(X)” to one position of “Doula Program Coordinator”.

 

Under “Women, Infants, and Children”, add footnote designation “(WW)” to one position of “Health Project Coordinator - WIC (C) (Q) (X)” and add footnote “(WW)” to read as follows:

 

“(WW)                     To expire 12/30/20 unless the Woman, Infants and Children’s (WIC) Breastfeeding Peer Counseling Grant from the State of Wisconsin Department of Health Services, is extended.” 

 

Part 2.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2020 - June 28, 2020):

 

Under “Port Milwaukee, General Office, Finance and Personnel Section”, delete one position of “Port Finance Officer (Y)” and add one position of “Port Finance and Administration Officer (Y)”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2020 - July 26, 2020):

 

Under “Department of Public Works - Infrastructure Services Division, Bridges and Buildings Decision Unit, Mechanical Planning and Design Unit”, delete one position of “Mechanical Engineer II and add one position “Mechanical Engineer III”.

 

Part 4.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2020 - October 18, 2020):

 

Under “Department of Employee Relations, Employee Benefits Division”, delete one position of “Benefits and Wellness Coordinator” and add one position of “Benefits and Wellness Supervisor”.

 

Under “Medical Benefits Section”, delete one position of “Benefits Services Analyst”, add one position of “Benefits Systems Analyst”, delete two positions of “Benefits Services Specialist II”, and add two positions of “Benefits Services Specialist”.

 

Under “Operations Division, Staffing and Certification Services”, delete one position of “Workforce Planning and Certification Coordinator”, add one position of “Workforce Planning and Certification Supervisor”, delete one position of “Program Assistant I”, and add one position of “Program Assistant II”.

 

Under “Compensation and Pay Services”, delete one position of “Salary Administration Coordinator” and add one position of “Pay Services Supervisor”.

 

Under “Department of Public Works-Infrastructure Services Division, Transportation Operations Decision Unit, Traffic Engineering Unit”, delete one position of “Traffic Control Engineer III”, add one position of “Civil Engineer III”, delete two positions of “Traffic Control Engineer II”, and add two positions of “Civil Engineer II”.

 

Under “Auxiliary Positions”, delete one position of “Traffic Control Engineer II” and add one position of “Civil Engineer II”.

 

Part 5.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 6.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2020 (June 28, 2020).

      

Part 7.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2020 (July 26, 2020).

 

Part 8.  The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2020 (October 18, 2020).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 9.  This ordinance will take effect and be in force from and after its passage and publication.
