Title

A substitute ordinance to further amend the 2020 rates of pay of offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the rates of pay in the following departments:

 

Department of City Development, Department of Employee Relations, Health Department, Department of Public Works (Infrastructure Services Division), Port Milwaukee

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Part 1, Section 1 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2020 - October 18, 2020):

 

Under Pay Range 1EX, add the titles of “Benefits and Wellness Supervisor (3) (17)”, add the title of “Pay Services Supervisor (3) (17)”, add the title of “Workforce Planning and Certification Supervisor (3) (17)”, and delete the title of “Certification and Salary Systems Administrator”.

 

Part 2.  Part 1, Section 2 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Under Pay Range 2GN, assign footnote number “(10)” to the paragraph following footnote “(9)” to show as follows:

 

“(10)                     Career Ladder Position. Recruitment is at the minimum of the following range. Recruitment above the minimum is allowed commensurate with experience and credentials with DER approval. Employees will advance to the next rate in the range upon certification by the Commissioner - City Development of having attained and maintained the required skills, job performance and demonstrated competencies:

Part 3.  Part 1, Section 2 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2020 - June 28, 2020):

 

Under Pay Range 2JX, delete the title of “Port Finance Officer”.

 

Under Pay Range 2LX, add the title of “Port Finance and Administration Officer (3) (6)” and add footnotes “(3)” and “(6)” to read as follows:

 

 “(3)                      Recruitment rate of $2,939.54 ($76,428.04).”

 “(6)                      Recruitment rate of $3,027.73 ($78,720.98).”,

 

And renumber remaining footnotes accordingly.

 

Part 4.  Part 1, Section 2 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2020 - October 18, 2020):

 

Under Pay Range 2CN, delete the title of “Claims Adjuster”.

 

Under Pay Range 2EN, delete the title of “Traffic Control Engineer I (1) (17)”.

 

Under Pay Range 2EX, delete the title of “Benefits Services Analyst”.

 

Under Pay Range 2FX, delete the title of “Claims Adjuster Specialist” and add the title of “Worker’s Compensation Analyst (5) (11)”.

 

Under Pay Range 2GN, delete the title of “Traffic Control Engineer II (4) (16)”.

 

Under Pay Range 2GX, add the title of “Benefits Systems Analyst (3) (13)”.

 

Under Pay Range 2HX, delete the title of “Benefits and Wellness Coordinator (4) (9)”, delete the title of “Employee Assistance and Resource Coordinator”, and add the title of “Worker’s Compensation Specialist (4) (9)”.

 

Under Pay Range 2IN, delete the title of “Traffic Control Engineer III (1) (4)”.

 

Under Pay Range 2IX, add the title “Employee Assistance and Resource Coordinator (5) (10)”

 

Part 5.  Part 1, Section 5 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 22, 2020 - October 18, 2020):

 

Under Pay Range 5FN, delete the title of “Benefits Services Specialist I”.

 

Under Pay Range 5HN, delete the title of “Benefits Services Specialist II”.

 

Under Pay Range 5IN, add the title of “Benefits Services Specialist (1) (10)”.

 

Part 6.  Part 1, Section 9 of ordinance File Number 190613 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:

 

Delete Pay Range 9TN in its entirety.

 

Create Pay Range 9TX to show as follows:

Part 8.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2020 (June 28, 2020).

 

Part 9.  The provisions of Parts 1, 4, and 5 of this ordinance are deemed to be in force and effect from and after Pay Period 22, 2020 (October 18, 2020).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 10.  This ordinance will take effect and be in force from and after its passage and publication.
