Analysis
This resolution expresses City of Milwaukee’s opposition to any atypical deployment of federal law enforcement agents to the City of Milwaukee. An atypical deployment includes any deployment contrary to common practice, and deviating from the regular, usual and ordinary conduct of federal law enforcement operations.

Body
Whereas, The federal government has atypically deployed federal law enforcement agents to Portland, Oregon, ostensibly to protect federal property and maintain order; and

Whereas, This deployment is deviates from common practice, and from the regular, usual and ordinary conduct of federal law enforcement operations because:

1. It was initiated without a request from and against the wishes of the City of Portland.
2. It was initiated ostensibly to protect federal property and maintain order even though the threat to federal property seems negligible and order seems maintained by local authorities.
3. Federal law enforcement agents wearing military type desert camouflage have used unmarked vehicles to remove persons gathered together to protest social injustice and racism without identifying themselves, detaining and interrogating these persons without explanation, thereby impinging personal liberties.

Whereas, According to the White House website, President Donald Trump and the U.S. Department of Justice plan to deploy federal law enforcement agents in a similar atypical fashion to Milwaukee in the near future; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the City of Milwaukee opposes any atypical deployment of federal law enforcement agents; and, be it
