Minutes note: Mr. Tim Askin said this building has had questionable ownership for many years. Dr. Duncan bought this to live in and there is undocumented work that was done prior to his ownership. The majority of the windows have been replaced with vinyl; 90% of the windows are still on-site. Dr. Duncan did the vinyl windows himself. There is also a glass block window that wasn't built correctly, which will result in leaking below the window. That work was done at least a couple years ago. Dr. Duncan is willing to re-install and repair the wood windows he has, but would like to keep the vinyl windows that are not visible from the public area and that he does not have wood windows for. Security doors were installed prior to creation of the district and the garage work appears to be minor. There is some fencing work that needs to be done and his proposal is reasonable. Staff recommends approval with conditions. Dr. Duncan present and he is happy he retained the original wood windows. Grant, with conditions outlined in the staff report
