Title

A substitute ordinance to further amend the 2020 offices and positions in the City Service.

 

Analysis

This substitute ordinance changes the offices and positions in the following departments:

Election Commission, Health Department, Department of Public Works (Infrastructure Services Division, Operations Division)

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

 

Part 1.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows:

 

Under “Health Department, Office of the Commissioner & Health Administration, Auxiliary”, delete four positions of “Personnel Payroll Assistant III”,  and delete the section “Auxiliary” in its entirety.

 

Under “Clinical Services Division”, amend footnotes “(A)”, “(D)”, “(P)”, and “(JJ)” to read as follows:

 

“(A)                     To expire 6/30/21 unless the CDC Public Health Preparedness Grant is extended.”

 

“(D)                     To expire 7/31/21 unless the Epidemiology and Laboratory Capacity Grant is extended.”

 

“(P)                     To expire 6/30/21 unless the Bioterrorism Focus CRI Grant is extended.”

 

“(JJ)”                     To expire 6/30/21 unless the Wisconsin Well Woman Program Grant, available from the State of Wisconsin - Department of Health Services, is extended.”

 

Under “Disease Control & Prevention”, add footnote designation “(A)” to two positions of “Public Health Nurse Coordinator (X)(G)(P)(DD)(HH)”.

 

Under “Sexual & Reproductive Health”, add footnote designation “(JJ)” to one position of “Public Health Nurse 3 (G)(X)” and to one position of “Nurse Practitioner (U)(X)”.

 

Under “Auxiliary”, delete one position of “Administrative Assistant III”, delete one position of “Emergency Operations Director”, delete fifteen positions of “Disease Intervention Specialist Coordinator”, delete two hundred ten positions of “Disease Intervention Specialist - Contact Tracer & Investigator”, delete seventy-five positions of “RN Supervisor and Case Investigator”, delete three positions of “Microbiologist”, and delete the section “Auxiliary” in its entirety.

 

Under “Community Health Division, Auxiliary”, delete one position of “Administrative Assistant III”, delete twelve positions of “Temporary Public Health Aide”, and delete the section “Auxiliary” in its entirety.

 

Under “Environmental Health Division”, amend footnotes “(A)” and “(P)” to read as follows:

 

“(A)                     To expire 6/30/21 unless the CDC Public Health Preparedness Grant is extended.”

 

“(P)                     To expire 6/30/21 unless the Bioterrorism Focus CRI Grant is extended.”

 

Under “Emergency Response Preparation”, add one position of “Emergency Preparedness Environmental Health Director (A)(X)(Y)”.

 

Under “Environmental Quality Assessment”, add footnote designation “(A)” to two positions of “Environmental & Disease Control Specialist (X)”.

 

Under “Policy, Innovation & Engagement Division, Auxiliary”, delete one positon of “Health Marketing Specialist”, delete seven positions of “Public Health Strategist”, delete one position of “Graphic Designer II”, delete seven positions of “Epidemiologist”, delete three positions of “Data and Evaluation Coordinator”, delete the section “Auxiliary” in its entirety.

 

Under “Health Department”, add a new section on a new separate page entitled “Auxiliary Covid-19 Positions”.

 

Under “Auxiliary Covid-19 Positions”, add one position of “Temporary Public Relations Specialist”, add three positions of “Temporary Public Health Strategist”, add one position of “Temporary Graphic Designer II”, add seven positions of “Temporary Epidemiologist”, add three positions of “Temporary Data and Evaluation Coordinator”, add five positions of “Temporary Administrative Assistant III”, add ten positions of “Temporary Administrative Assistant II”, add twelve positions of “Temporary Public Health Aide”, add eighteen positions of “Temporary Customer Service Representative II”, add four positions of “Temporary Human Resources Analyst”, add one position of “Emergency Operations Director”, add fifteen positions of “Temporary Disease Intervention Specialist Supervisor”, add two hundred and ten positions of “Temporary Disease Intervention Specialist Coordinator”, add seventy-five positions of “RN Supervisor and Case Investigator”, and add two positions of “Temporary Microbiologist”.

 

Part 2.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):

 

Under “Department of Public Works - Operations Division, Sanitation Section, Field Operations”,                     delete three positions of “Program Assistant II” and add three positions of “Program Assistant I”.

 

Part 3.  Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2020 - July 26, 2020):

 

Under “Election Commission”, delete and replace all contents under “Election Commission” with the following:

Under “Health Department, Auxiliary Covid-19 Positions”, delete twelve positions of “Temporary Public Health Aide” and add twelve positions of “Temporary Customer Service Representative II”.

 

Under “Department of Public Works - Infrastructure Services Division, Administration and Central Services Decision Unit, Business Operations”, delete two positions of “Accountant III” and add two positions of “Accounting and Grant Specialist”.

 

Part 4.  All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.

 

Part 5.  The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2020 (December 29, 2019).

 

Part 6.  The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 16, 2020 (July 26, 2020).

 

The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.

 

Part 7.  This ordinance will take effect and be in force from and after its passage and publication.
