Title
Resolution relating to the application for, and acceptance, funding and expenditure of, a Wisconsin Department of Transportation 2020 Harbor Assistance Program grant for Port Milwaukee’s City Heavy Lift Dock.

Analysis
This resolution authorizes Port Milwaukee to apply for, accept, fund and expend a Wisconsin Department of Transportation 2020 Harbor Assistance Program grant in the amount of $200,000 for improvements to Port Milwaukee’s City Heavy Lift Dock.

Body
Whereas, The City of Milwaukee appears to be eligible for 2020 Harbor Assistance Program funds from the Wisconsin Department of Transportation (WisDOT); and

Whereas, It is the mission of Port Milwaukee to enhance the overall economic environment of the region by stimulating trade, business, and employment through its commercial, recreational, and cruise ship operations; and

Whereas, Port Milwaukee owns and maintains the City Heavy Lift Dock and is responsible for the operation and maintenance of the City’s infrastructure capital assets at the Port; and

Whereas, The City Heavy Lift Dock is an open dock located on Jones Island’s Inner Harbor and offers over 1,600 feet of deep-draft dock frontage; and

Whereas, The City Heavy Lift Dock provides ample berthing space for several vessels simultaneously, and provides open storage for staging of an array of domestic and international cargoes handled by the Port; and

Whereas, In order to accommodate the expanded safe, secure and efficient use of the City Heavy Lift Dock, it is necessary to demolish a portion of the site and provide a new asphalt overlay; and

Whereas, The proposed improvements at the City Heavy Lift Dock are estimated to cost $250,000, of which $200,000 (80.0%) will be provided by WisDOT (grantor share) and $50,000 (20.0%) will be provided by the City budget (Capital Fund PT180130200, City share); now, therefore, be it
