Title

Substitute resolution authorizing the Department of Employee Relations to execute a contract(s) for voluntary benefits for City employees. 

 

Analysis

This resolution authorizes the Department of Employee Relations to execute a contract with an insurance carrier for voluntary benefits for City of Milwaukee employees beginning January 1, 2021.

 

Body

Whereas, Common Council Resolution File Number 191643, adopted March 3, 2020, authorized the Department of Employee Relations to complete a request for proposal process for a voluntary benefits provider for City employees; and

 

Whereas, The City's benefits consultant, Gallagher Benefits Services, led a request for proposal process which included evaluation of proposal responses by a review and selection committee of employees from the Department of Employee Relations and the City’s Budget Office; and

 

Whereas, The evaluation committee is recommending MetLife for a contract to provide voluntary benefits to employees based on their excellent service terms including a dedicated account team; and

 

Whereas, MetLife offers a wide array of voluntary benefits with simplified plan designs and competitive rates that are guaranteed for the initial term of the contract; and

 

Whereas, MetLife is able to work with the City and implement a staggered approach for offering voluntary benefits, starting with voluntary vision insurance January 1, 2021; and

 

Whereas, All voluntary benefits offered by the City through MetLife will be 100% employee paid; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a contract for voluntary benefits for City employees with MetLife beginning January 1, 2021.
