Title

Substitute resolution relating to the creation of an Active Streets for Businesses program.

Analysis

This resolution approves the Milwaukee Active Streets for Businesses program, which streamlines the licensing procedure for businesses to expand seating into the public right-of-way. This will ease the post-pandemic transition into re-opening by increasing business capacity levels, while maintaining proper social distancing for patrons.

 

Body

Whereas, On May 14, 2020, the Health Department issued the Moving Milwaukee Forward order, with updated restrictions for businesses and restaurants relating to the COVID-19 pandemic; and

 

Whereas, In phase 3 of the Health Department Phased Re-Opening Plan, retail establishments are limited to 50% capacity, with spacing guidelines, and restaurants and bars are allowed to open for dining at 25% capacity; and

 

Whereas, An effective way to slow the spread of COVID-19 is for individuals to maintain a distance of 6 feet from one another when in public spaces; and

 

Whereas, The Active Streets for Businesses program streamlines the permit process to allow restaurants, bars and retail establishments to utilize the public right-of-way for tables and seating to increase space for social distancing; and

 

Whereas, The Active Streets for Businesses licensing procedure mirrors that of sidewalk cafes and parklets, but expands it city-wide for all businesses to apply; and

 

Whereas, The increased customer space this program provides for businesses will increase business capacity levels, while simultaneously ensuring proper distancing guidelines are being followed; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Active Streets for Businesses program, in substantially the same form as attached to this file, is approved.
