Analysis
Current provisions require purchase from the lowest bidder in accordance with city ordinances for participation of emerging business enterprises and local business enterprises in the award of contracts. This charter ordinance adds the purchase of American made vehicles in conjunction with a proposed ordinance which establishes a requirement for the city to purchase American made vehicles.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 16-05-2-b of the charter is amended to read:
16-05. Purchasing.
2. CONTRACTS, BIDDING.
b. All contracts required to be purchased from the lowest responsible bidder under this subsection shall be purchased from the lowest responsible bidder determined in accordance with any applicable city ordinances for participation of emerging business enterprises [[or]] >>,<< local business enterprises >>or purchase of American made vehicles<< which are in force.
Part 2. This is a charter ordinance and shall take effect 60 days after its passage and publication, unless within 60 days a referendum petition is filed as provided in s. 66.0101(5), Wis. Stats., in which event this ordinance shall not take effect until submitted to a referendum and approved by a majority of the electors voting thereon.
