Analysis
This resolution directs the Department of Administration - Budget and Management Division to report to the Common Council regarding each department’s proposed and future cuts and furloughs, outlining the equitable impact on services to all neighborhoods, districts and communities, and the equitable impact on City employees. The Common Council will work with the departments to develop appropriate metrics for determining equity.
Body
Whereas, On March 23, 2020, the Commissioner of Health issued an order imposing a city-wide “Stay-at-Home” requirement to mitigate the spread of COVID-19 under the authority of s. 252.03, Wis. Stats.; and
Whereas, The stay-at-home order has resulted in significantly reducing the income of a large portion of residents; and
Whereas, It is anticipated the pandemic and pandemic response, including reduced income of residents, will result in an increase in tax delinquencies, which will not only burden the local economy but also City government resources in pursuing those delinquencies; and
Whereas, The Safer-at-Home Order has additionally decreased the City’s revenue from a variety of sources, including parking and permits; and
Whereas, On May 8, 2020, the Common Council adopted Common Council Resolution File Number 200020, relating to fiscal conditions and interventions necessary for the 2020 City Budget resulting from the COVID-19 pandemic; and
Whereas, Economic hardships resulting from the pandemic are likely to disproportionately negatively impact residents and communities that are starting from a place of economic disadvantage; and
Whereas, It is anticipated economic hardships are likely to have a long-term negative impact the City’s budget; and
Whereas, Furloughs and work share reductions are likely to negatively impact City services to residents, neighborhoods, districts, and communities; and
Whereas, It is anticipated the furloughs and work share reductions are likely to disproportionately negatively impact City employees that earn less than $50,000; and
Whereas, Equitable impact is of great importance to the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration - Budget and Management Division is directed to report to the Common Council regarding each department’s proposed and future cuts and furloughs, outlining the equitable impact on services to all neighborhoods, districts and communities; and, be it
Further Resolved, That the Budget and Management Division is directed to report to the Common Council regarding each department’s proposed and future cuts and furloughs outlining the equitable impact on City employees; and, be it
Further Resolved, That it is the intent for the Common Council to work with the Department of Administration and the departments to develop appropriate metrics for determining equity.
