Title

Substitute resolution relative to acceptance and funding of a $125,000 grant from the Fund for Lake Michigan in support of the Environmental Collaboration Office’s 2020 Water Centric City initiative.

 

Analysis

This resolution authorizes the Environmental Collaboration Office to accept and fund a Fund for Lake Michigan Grant in the amount of $125,000. The purpose of this grant is to support Milwaukee’s efforts to be a global leader in sustainable and resilient water management by implementing the goals of Milwaukee’s Water Centric City framework focusing on water related educational signage, work to reduce single use plastic in the City, public education about efforts to improve water quality in the Milwaukee River, continued work on green infrastructure to manage stormwater where it falls, research and enforcement of Milwaukee’s ban on coal tar sealants, and outreach related to Water Centric City initiatives.

 

Body

Whereas, The City of Milwaukee is eligible for grant funds from the Fund for Lake Michigan

 

Whereas, the Refresh Milwaukee sustainability plan contains a goal to “Establish Milwaukee as America’s Water Centric-City”, as defined by principles including education, fishable & swimmable waterways and green infrastructure, and

 

Whereas, the grant will allow the City to fulfill the goals established in the City’s Green Infrastructure Plan, support the Plastic-Free MKE movement, support the City’s role to improve water quality and the Area of Concern (AOC) efforts in the Milwaukee River estuary, and continue to provide outreach and education on Milwaukee as a Water Centric City; and

 

Whereas, the City will recruit future water leaders and create opportunities for graduate internships and will continue to support a management trainee position dedicated to water policy, outreach and education in regards to the Water Centric City Initiative; and

 

Whereas, the operation of this grant from 04/01/2020 to 09/30/2021 would cost $125,000 of which $125,000 (100%) would be provided by the grantor share; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Environmental Collaboration Office shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, that the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects the following amount for the project titled:  Water Centric Cities Grant:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Further Resolved, that these funds are budgeted for the Department of Administration- Environmental Collaboration Office which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
