A resolution authorizing Neighborhood Improvement Districts to amend 2020 Operating Plans to add programs that address the COVID-19 Pandemic.

Analysis
On March 15, 2020, Mayor Tom Barrett declared a state of emergency in the City of Milwaukee due to the COVID-19 Pandemic. This resolution delegates authority to the Commissioner of the Department of City Development to approve amendments to 2020 Operating Plans for Neighborhood Improvement Districts that include programs to assist businesses and/or property owners affected by the extraordinary nature of the Pandemic.

Body
Whereas, The global COVID-19 Pandemic (“Pandemic”) significantly poses an imminent threat to public health; and

Whereas, Milwaukee businesses have been required to adjust operations or cease operations completely in the interest of protecting the health of the public and their workers; and

Whereas, Milwaukee’s Neighborhood Improvement Districts (“NIDs”) undertake programs that improve neighborhood quality of life; and

Whereas, NIDs are required to annually submit operating plans detailing their budget, programs, and expenditures for the following year; and

Whereas, When 2020 NID operating plans were submitted to the Common Council for approval in fall 2019, there was no hint that the Pandemic would result in the widespread economic impact apparent today; and

Whereas, Several NIDs have expressed a desire to amend their 2020 operating plans to provide new programs that assist property owners affected by the Pandemic; and

Whereas, Amendments to a NID operating plan that create a material change to the operating plan must be approved by the City of Milwaukee; now, therefore, be it
