Resolution amending Common Council File # 191177 relative to the acceptance and funding of the Lead Hazard Reduction Demonstration Grant from the Department of Housing and Urban Development (HUD).

 

Analysis

This resolution amends Common Council File # 191177 relative to the Lead Hazard Reduction Demonstration Grant (HUD). The purpose of the project is to address health and safety issues in Milwaukee’s housing in order to improve the health of Milwaukee’s children. Resulting in numerous properties accessed for lead, enrolled and abated by hired trained contractors; while qualifying a selective amount for Healthy Home Services. 

 

BODY:

Whereas, Common Council File # 191177 authorizes the Health Department to accept and fund the Lead Hazard Reduction Demonstration Grant from the U.S. Department of Housing and Urban Development (HUD) for the purpose to address health and safety issues in Milwaukee’s housing in order to improve the health of Milwaukee’s children. Resulting in numerous properties accessed for lead, enrolled and abated by hired trained contractors, while qualifying a selective amount for Healthy Home Services in the amount of $6,118,000.

 

Whereas, the grantor share for this program is increased by $600,000; and the city match remains unchanged.

 

Whereas, the operation of this grant program from 01.02.2020 to 07.01.2023 would cost $6,718,000 total comprised of $5,600,000 (83%) by the Grantor and $1,118,000 (17%) city match now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81 and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lead Hazard Reduction Demonstration Grant:

2.  Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;

 

3.  Establish the necessary City Share project values; and be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Expend from the 2020 grant budget funds for training and out-of-town travel by departmental staff;

 

3. Expend from the 2020 grant budget funds for specific items of equipment;

 

4. Enter into subcontracts and leases as detailed in the grant budget; and, be it

 

Further Resolved, That the Common Council directs that the 2020 Positions Ordinance C.C. File Number 190614, should be amended as follows:
