Analysis
This resolution authorizes City officials to issue occupancy permits to WE Energies allowing them to occupy North Jefferson Street for activities related to installation of transformers at the new Juneautown Substation located at 323 North Jefferson Street.
Body
Whereas, WE Energies has constructed a new substation building at 323 North Jefferson Street; and

Whereas, WE Energies is seeking street occupancy permits to facilitate installation of transformers and appurtenant equipment into the new substation building; and

Whereas, WE Energies if requesting permission to occupy the west half of North Jefferson Street, including the west sidewalk from March 9, 2020 through May 15, 2020; and

Whereas, The applicant will be providing a protected pedestrian walkway along the east edge of the street closure for the majority of this time frame; and

Whereas, WE Energies will need to occupy the entirety of the North Jefferson Street right-of-way excluding the east sidewalk area for up to two days to take delivery of the transformers for the new substation; and

Whereas, During the two days when delivery of the transformers is occurring, pedestrians will be directed to cross North Jefferson Street at East St Paul Avenue and at a protected crossing to be installed at the south end of the street occupancy; and

Whereas, The occupancy will be from East St Paul Avenue to a point approximately 210 feet to the south; and

Whereas, WE Energies will be responsible to contact all affected property owners and businesses informing them of the closure and the affected dates; and

Whereas, The Commissioner of Public Works may approve temporary occupancy of up to one-third of the width of the right-of-way while temporary use beyond that ...
