Title
Substitute resolution appropriating $25,000 from the Neighborhood Investment Beautification Program to beautify the railroad overpass crossing over North Fond du Lac Avenue at West Locust Street.

Analysis
This resolution directs that the Environmental Collaboration Office to:

1. Allocate $25,000 from the Neighborhood Investment Beautification Program to beautify the railroad overpass crossing over North Fond du Lac Avenue at West Locust Street
2. Make all necessary arrangements to ensure budget carryover to fund the beautification project, and to secure all legal access and rights necessary to conduct it.
3. Seek the input of neighborhood stakeholders in the design and scope of the beautification project, and to the extent possible, contract with neighborhood entities to conduct this beautification project.
4. Present the design, scope and proposed contractor for the beautification project to the Common Council by April 30, 2020.

Body
Whereas, The Common Council appropriated $15,000 for a Neighborhood Investment Beautification Program Special Fund in the 2020 Budget to the Department of Administration-Environmental Collaboration Office, and a significant portion of the $100,000 appropriated by the Common Council in the 2019 Budget remains unallocated and available for budget carryover; and

Whereas, The Common Council’s objective in appropriating these funds is to improve the appearance of the City of Milwaukee, with a specific focus on the City’s most-challenged neighborhoods; and

Whereas, The railroad overpass crossing over North Fond du Lac Avenue at West Locust Street is an unsightly blemish to the appearance of the neighborhood frustrating the surrounding community’s efforts to improve its neighborhood; now, therefore be it
