Title

Resolution directing the Department of City Development to develop a South 13th Street Strategic Action Plan that will amend the Southwest Side Area Comprehensive Plan and Near South Side Area Comprehensive Plan, parts of the City of Milwaukee’s Overall Comprehensive Plan, in the 12th, 13th and 14th Aldermanic Districts, and authorizing a transfer of funds from the Capital Improvements Advance Planning Fund to a subaccount for the South 13th Street Strategic Action Plan.

 

Analysis

This resolution directs the Department of City Development to prepare a South 13th Street Strategic Action Plan that, upon approval of the Common Council, will amend the Southwest Side Area Comprehensive Plan and Near South Side Area Comprehensive Plan as parts of the City of Milwaukee’s Overall Comprehensive Plan and authorizes a transfer of funds from the Capital Improvements Advance Planning Fund to a subaccount for developing the South 13th Street Strategic Action Plan.

 

Body

Whereas, Section 66.1001, Wisconsin Statutes, requires that all cities adopt a comprehensive plan and specifies that comprehensive plans shall be updated no less than once every 10 years; and

 

Whereas, On May 27, 2009 the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 081715, approving the Near South Side Area Comprehensive Plan (“NSSACP”) as an element of the Comprehensive Plan of the City of Milwaukee (“City”); and

 

Whereas, On December 22, 2009 the Common Council adopted Common Council File No. 090883, approving the Southwest Side Area Comprehensive Plan (“SWSACP”) as an element of the Comprehensive Plan of the City; and

 

Whereas, The SWSACP provides recommendations specific to the built environment along the South 13th Street Corridor; and

 

Whereas, The City’s procedures for comprehensive planning call for the creation of plan updates, based on emerging land use issues and opportunities, neighborhood input and other factors; and

 

Whereas, Between 2006 and 2009, the Milwaukee Metropolitan Sewerage District (“MMSD”) and Sixteenth Street Community Health Centers developed the Kinnickinnic River Neighborhood Plan for the neighborhoods near the river and the corridors connecting to the Kinnickinnic River between South 6th Street and South 27th Street; and

 

Whereas, The SWSACP recommends reviewing whether the Kinnickinnic River Neighborhood Plan’s recommendations should be adopted as part of the SWSACP; and

 

Whereas, Since the adoption of the SWSACP and NSSACP, there have been multiple projects, proposals, and initiatives in and around the South 13th Street Corridor involving economic development, stormwater management, public health, transportation improvements, and placemaking; and

 

Whereas, There is a need to unify all of these efforts to ensure they are aligned, build consensus around the priorities among partner organizations and residents, and set a larger vision for revitalization for the South 13th Street Corridor that brings multimodal transportation investments, an improved public realm, economic development, and sustainability together into a single plan document to guide investment, identify priority projects, potential funding sources, and responsible parties; and

 

Whereas, The creation of the South 13th Street Action Plan will provide an opportunity for the recommendations of these efforts to be formally adopted as part of the Comprehensive Plan of the City; and

 

Whereas, The South 13th Street Strategic Action Plan will focus on the South 13th Street corridor between Morgan Avenue and Harrison Avenue, with community engagement targeted to the surrounding neighborhoods generally bounded by West Harrison Avenue to the north, South 6th Street to the east, West Morgan Avenue to the south and South 20th Street to the west; and

 

Whereas, Pursuant to the Update and Amendment Procedure for Comprehensive Planning adopted by Common Council File No. 161076, the planning process will involve extensive community engagement and public participation; and

 

Whereas, Public participation in the planning process is critical to ensure that the South 13th Street Strategic Action Plan reflects the goals of the local community and considers issues identified by key stakeholder groups; and

 

Whereas, The preparation of the plan will require coordination with various community based organizations to facilitate community engagement, and technical assistance from outside consultants, and funds are necessary for such services; and

 

Whereas, Business Improvement District No. 50 and MMSD have committed to contributing funding and other in kind resources to match the City contribution to this planning project; and

 

Whereas, The current unencumbered balances in the Capital Improvements Advance Planning Fund cannot be expended unless they are transferred to a specific subaccount; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development (“DCD”) is hereby directed to develop a South 13th Street Strategic Action Plan; and, be it

 

Further Resolved, That the South 13th Street Strategic Action Plan will require approval by the City Plan Commission and the Common Council prior to its adoption as part of the overall Comprehensive Plan of the City; and, be it

 

Further Resolved, That the City Comptroller is directed to transfer the amount of $15,000 from the Capital Improvements Advance Planning Fund Account No. UR01220000A to be allocated to the South 13th Street Strategic Action Plan Subaccount No. UR01280155 to be used by DCD to support creating; and, be it

 

Further Resolved, That DCD is directed to enter into such contracts and agreements as necessary to develop the South 13th Street Strategic Action Plan.
