Analysis

This resolution directs the Department of Administration to implement a ONE Milwaukee initiative that will explore cost- and service-sharing arrangements with Milwaukee County and Milwaukee Public Schools and present its findings to the Common Council.

 

Body

Whereas, Milwaukee has the 4th highest poverty rate among major U.S. cities, and this is largely driven by the continued impact of historic discriminatory practices and disinvestment; and

 

Whereas; Data shows that these persistent, negative conditions fall disproportionately on people of color with high incidences of infant mortality, lead-based paint contamination, sexually-transmitted diseases, low educational attainment, crime, unemployment /underemployment and housing instability; and

 

Whereas; Disparate and parallel efforts over several decades have failed to meet these challenges in a sustained and meaningful way; and

 

Whereas; The City, County and Milwaukee Public Schools share a common interest to improve the lives and conditions of Milwaukee residents; and

 

Whereas, The City, County and Milwaukee Public Schools are under ever-mounting financial pressure from a combination of rising pension obligations, stagnant shared revenues and forced reliance on property taxes; and

 

Whereas, The City, County and Milwaukee Public Schools share many of the same administrative and service needs; and

 

Whereas, Non-partisan research by the Wisconsin Policy Forum has outlined a number of areas where services might be successfully shared; and

 

Whereas, Combined services and shared costs have been successfully implemented by a number of Wisconsin villages, towns, cities and counties; and

 

Whereas, The 2020 Adopted City Budget contains a footnote (Footnote #11), directing the Department of Administration to create and present a plan to the Common Council for cost-sharing arrangements with Milwaukee County and Milwaukee Public Schools; and

 

Whereas, A resolution is required to effectuate the intent of this footnote; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council directs the Department of Administration to collaborate on and present a plan to the Common Council for possible cost- and service-sharing arrangements with Milwaukee County and Milwaukee Public Schools as part of the ONE Milwaukee initiative and to present its findings within 4 months of adoption of this resolution.
