Resolution amending Common Council File # 181191 relative to the acceptance and funding of the 2019 HIV Partner Services Grant from the State of Wisconsin Department of Health Services.
Analysis
This substitute resolution amends Common Council File # 181191 relative to HIV Partner Services Grant. The purpose of the project is to reduce the incidence of AIDS/HIV in Milwaukee through preventive health education services, partner services and focused disease intervention activities.

Whereas, Common Council File #181191 authorized the Health Department to accept and fund the HIV Partner Services Grant from the Wisconsin Department of Health Services in the amount of $197,000.
Whereas, The grantor share for this program is increased by $25,000 with no city match; and the total cost is increased by $25,000;
Whereas, The operation of this grant program from 01.01.2019 to 12.31.2019 would cost $222,000 completely funded by the Grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the Department of Health and Human Services Substance Abuse and Mental Health Services Administration is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2019 Special Revenue Grant and Aid Project fund, the following amount for the project titled County Substance Abuse Coalition Grant:

1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2019 grant budget for training and out-of town travel for staff;
3. Expend from the 2019 grant budget for equipment as specified in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2020 Positions Ordinance C.C. File Number 190614, should be amended as follows:
