Title

Resolution approving the submission of an amendment to Demolition Application  #DDA0002904 to the U.S. Department of Housing and Urban Development (HUD) for the disposition of vacant land

 

Analysis

 

Body

WHEREAS, the staff of the Housing Authority of the City of Milwaukee would like to consider a mixed use development on the parcel of land that included the former Convent Hill public housing development at 1325 N. Jefferson Street; and

 

WHEREAS, there is approximately 1.4 acres of vacant land at the former Convent Hill public housing development that could be a viable mixed use development; and

 

WHEREAS, the disposition of the vacant land at Convent Hill is incidental to the operation of the Housing Authority’s public housing units; and

 

WHEREAS, the Housing Authority has determined that the disposition is appropriate for reasons that are in the best interest of the residents and the Housing Authority, and is consistent with the goals of the Housing Authority and the Housing Authority’s Agency Plan; and

 

WHEREAS, the Housing Authority needs approval from the U.S. Department of Housing and Urban Development to dispose of the vacant land at Convent Hill; and

 

WHEREAS, the Board of Commissioners previously approved Resolution #12125 dated November 14, 2007, for the demolition of the former Convent Hill public housing development; and

 

WHEREAS, the request to HUD to amend the demolition application DDA0002904 to include the disposition of vacant land requires approval from the Board of Commissioners; and

 

WHEREAS, the Housing Authority will dispose of the vacant land to Travaux, an instrumentality of the Housing Authority, for development of a mixed use development; and

 

WHEREAS, the vacant land will be sold at fair market value to Travaux, and the proceeds will be used for the development of replacement public housing at Westlawn as part of the Choice Neighborhood revitalization; and

 

WHEREAS, Housing Authority staff have worked closely with the residents, the Housing Authority Board and interested stakeholders on the revitalization plan for Convent Hill; now, therefore, be it

 

RESOLVED, the Housing Authority Board of Commissioners approves the submission by the Housing Authority of the City of Milwaukee’s of an amendment to demolition application #DDA0002904 to dispose of approximately 1.4 acres of vacant land at Convent Hill (1325 N. Jefferson Street) to Travaux for mixed use development; and, be it

 

FURTHER RESOLVED, that the vacant land will be sold to Travaux at fair market value, and the proceeds will be used to support the construction of replacement housing at Westlawn as part of the Choice Neighborhood revitalization; and, be it

 

FURTHER RESOLVED, that the Secretary-Executive Director of the Housing Authority of the City of Milwaukee is hereby authorized to submit an amendment to demolition application #DDA0002904 for disposition of the vacant land to Travaux; and, be it

 

FURTHER RESOLVED, that the Secretary-Executive Director of the Housing Authority of the City of Milwaukee and/or his designee are authorized to execute any required documents to complete the disposition of the vacant land to Travaux for mixed use development; and, be it

 

FURTHER RESOLVED, that all acts previously performed, relative to this matter, by the Commissioners and the Secretary Executive Director of the Authority, be and hereby are approved, ratified, and confirmed in all respects.
