Title
A substitute ordinance to further amend the 2020 offices and positions in the City Service.
Analysis
This substitute ordinance changes the offices and positions in the following departments:
Department of Administration (Office of the Director, Information and Technology Management Division), Fire and Police Commission, Health Department, Department of Neighborhood Services, Port Milwaukee, Department of Public Works (Operations Division, Water Works)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows:
Under “Department of Administration, Information and Technology Management Division, Applications and Development Section”, delete one position of “Program Manager” and add one position of “IT Project Coordinator”.
Under “Department of Neighborhood Services, Support Services Division”, add footnote designation “(Y)” to one position of “Business Operations Manager-Neighborhood Services”.
Under “Special Enforcement Division”, add footnote designation “(Y)” to one position of “Special Enforcement Manager (A)(X)”.
Under “Port Milwaukee, Marketing Section”, add footnote designation “(Y)” to one position of “Trade Development Representative-Senior” and one position of “Market Development Manager”.
Under “Design Section”, add footnote designation “(Y)” to one position of “Civil Engineer III (X)”.
Under “Department of Public Works - Operations Division, Fleet Services Section”, delete seventeen positions of “Fleet Maintenance Mechanic” and add seventeen positions of “Fleet Maintenance Technician”.
Under “Department of Public Works - Water Works, Field Operations”, add footnote designation “(Y)” to one position of “Water Distribution Operations Manager (X)”.
Under “Water Quality Organization”, add footnote designation “(Y)” to one position of “Water Quality Operations Manager (X)”.
Under “Plants - South Organization”, add footnote designation “(Y)” to one positon of “Water Plant Maintenance Manager (X)”.
Under “Plants - North Organization”, add footnote designation “(Y)” to one positon of “Water Plant Maintenance Manager (X)”.
Part 2. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 14, 2019 - June 30, 2019):
Under “Health Department, Community Health Division, Prenatal & Reproductive Health”, add footnote designation “(J)” to one position of “Strong Babies Program Manager (X)(Y)”.
Part 3. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2020 - December 29, 2019):
Under “Fire and Police Commission”, delete one position of “Recruiter (X)” and add one position of ‘Community Outreach Coordinator (X)”.
Under “Health Department, Community Health Division, Empowering Families of Milwaukee (EFM)”, delete eight positions of “Public Health Social Worker (E)(X)” and add eight positions of “Public Health Social Worker 3 (E)(X)”.
Part 4. Part 1, Section 1 of ordinance File Number 190614 relative to offices and positions in the City Service is hereby amended as follows (Effective Pay Period 4, 2020 - February 9, 2020):
Under “Department of Administration, Office of the Director”, delete one position of “Graphic Designer II” and add one position of “Creative Design and Brand Specialist”.
Part 5. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 6. The provisions of Part 2 of this ordinance are deemed to be in force and effect from and after Pay Period 14, 2019 (June 30, 2019).
Part 7. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 1, 2020 (December 29, 2019).
Part 8. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 4, 2020 (February 9, 2020).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 9. This ordinance will take effect and be in force from and after its passage and publication.
