Analysis
This resolution directs the Commissioner of City Development to develop recommendations for the Common Council on alternative housing models for development that lead to permanent affordability and community ownership. The recommendations shall be presented to the Common Council within 4 months of adoption of this resolution.
Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and
Whereas, Amendment 16 placed a footnote in the Budget stating “The Commissioner of City Development shall present recommendations to the Common Council on alternative housing models for development that lead to permanent affordability and community ownership”; and
Whereas, The Department of City Development recently developed an Anti-Displacement Plan for Neighborhoods Surrounding Downtown Milwaukee; and
Whereas, The plan identified neighborhoods at risk of displacement due to rising housing costs; and
Whereas, The goal of the plan is to preserve choice for existing neighborhood residents and prioritize equity for historically disadvantaged groups; and
Whereas, Alternative housing models have been utilized to mitigate the risk of displacement and ensure housing affordability; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of City Development shall develop recommendations for the Common Council on alternative housing models for development that lead to permanent affordability and community ownership; and, be it
Further Resolved, That the Commissioner of City Development shall present this plan to the Common Council within 4 months of adoption of this resolution.
