Title

Analysis
This resolution directs the Commissioner of City Development to prepare and present a plan to the Common Council for requiring a developer to be responsible for the monitoring and maintenance of City-owned property being held off the market for potential development. The Commissioner of City Development shall present this plan to the Common Council within 4 months of adoption of this resolution.

Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and

Whereas, Amendment 19 placed a footnote in the Budget stating, “The Commissioner of City Development shall present a plan to the Common Council for requiring a developer to be responsible for the monitoring and maintenance of a City-owned property being held off the market for potential development”; and

Whereas, The City of Milwaukee owns a variety of properties, including fully rehabilitated homes, tax-foreclosed buildings, vacant lots, surplus municipal facilities and brownfield properties suitable for redevelopment; and

Whereas, The Department of City Development will often keep properties off the market for particular developers in anticipation of community-beneficial redevelopment; and

Whereas, Vacant properties raise concerns amongst neighbors about crime and safety, as well as a perception of low community investment; and

Whereas, As vacant properties sit unused, they fall further into disrepair and exacerbate public concern; now, therefore, be it
