Analysis
This resolution requests that the Board of Fire and Police Commissioners ensure that recruiting activities for the Fire Department cadet program take place solely within the city of Milwaukee to increase the hiring of Milwaukee residents. The Board of Fire and Police Commissioners is further requested to present an update on recruitment within the city to the Common Council within 4 months of adoption of this resolution.

Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and

Whereas, Amendment 37 placed a footnote in the Budget stating, “The Executive Director of the Fire and Police Commission shall ensure that recruiting activities for the Fire Department cadet program only take place within the City of Milwaukee in order increase the hiring of Milwaukee residents in the cadet program”; and

Whereas, As of August, 2019, 28% of the city’s 6,438 employees, including 35% of the 700-person Fire Department, live outside of city limits; and

Whereas, City employees who reside in the city help grow the City’s tax base and have a stronger connection to the community they serve; and

Whereas, The Fire Department cadet program is a strong opportunity for Milwaukee youth and provides a pathway for future City employment; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Board of Fire and Police Commissioners is requested to ensure that recruiting activities for the Fire Department cadet program take place solely within the city of Milwaukee to increase the hiring of Milwaukee residents; and, be it
