Analysis
This resolution requests the Chief of Police to prepare and present a report to the Common Council on the Police Department’s strategy for educating hotel and other hospitality operators and their staff on recognizing and reporting human trafficking during the Democratic National Convention. The Chief of Police is further requested to present this report within 4 months of adoption of this resolution.

Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and

Whereas, Amendment 47 placed a footnote in the Budget stating, “The Chief of Police shall present a report to the Common Council on the Police Department’s strategy for educating hotel and other hospitality operators and staff on recognizing and reporting human trafficking during the Democratic National Convention”; and

Whereas, The 2020 Democratic National Convention will be held in Milwaukee, and it is anticipated that 50,000 will come into the city for the event; and

Whereas, There tends to be a spike in human trafficking during major events; and

Whereas, There are a large number of hotels and hospitality operators that are expecting a major influx of business during the 2020 Democratic National Convention; and

Whereas, The Milwaukee Police Department is positioned to partner with local hoteliers and hospitality operators by making resources and information on human trafficking available; now, therefore, be it
