This resolution directs the City Assessor’s Office to implement a program to contact tenants of commercial tax-exempt buildings regarding their interest in participating in the City’s Fair Share PILOT program.
Body
Whereas, The 2020 Adopted City Budget contains a footnote (Footnote #12), directing the City Assessor’s Office to implement a plan to contact tenants of commercial tax-exempt buildings gauge their interest in the City’s Fair Share PILOT program; and
Whereas, A resolution is required to effectuate the intent of this footnote; and
Whereas, The City is under ever-mounting financial pressure from a combination of rising pension obligations, stagnant shared revenues and forced reliance on property taxes; and
Whereas, Non-profits and other tax-exempt entities do not pay property taxes, nevertheless benefit from infrastructure and services paid for by Milwaukee property owners; and
Whereas, Increasing participation in the City’s Fair Share PILOT program will help alleviate the City’s increasingly difficult fiscal situation; and
Whereas, Tenants of commercial-nonprofit buildings have a legitimate interest and stake in the City’s Fair Share PILOT program; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council directs the City Assessor’s Office to implement a program to contact tenants of the City’s commercial tax-exempt buildings to gauge interest among these tenants in the City’s Fair Share PILOT program and to present its findings within 4 months of adoption of this resolution.
