This resolution directs the Commissioner of Public Works to develop a strategy to clean up areas adjacent to highways.
Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and
Whereas, Amendment 64 placed a footnote in the Budget stating, “The Commissioner of Public Works shall establish a strategy for cleaning areas adjacent to highways”; and
Whereas, Many highways that pass through Milwaukee, including Interstate 43 and Interstate 94, have an abundance of litter adjacent to them; and
Whereas, Picking up trash from the ground is an inexpensive task that offers many health and aesthetic benefits; and
Whereas, Excessive litter in public spaces poses a health risk to humans, animals and other creatures by polluting water and soil; and
Whereas, Litter along the side of the highway represents a significant eyesore and detracts from the hard work of many organizations to clean up Milwaukee and improve its public image; and
Whereas, There is significant interest from the business community in the beautification of many areas along and near the freeway system; and
Whereas, A Litter Control Task Force previously operated within the City but was dissolved in 2004; and
Whereas, The Milwaukee Common Council passed a resolution in May, 2017, that requested the Wisconsin Secretary of Transportation to increase the frequency of highway litter abatement in counties containing cities of the 1st class, namely Milwaukee; and
Whereas, The City of Milwaukee executed a Memorandum of Understanding in May, 2019, with the Milwaukee County Highway Department and the Wisconsin Department of Transportation regarding litter pick up of areas within the highway right-of-way of the Milwaukee County freeway system; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is directed to develop a strategy to clean up areas adjacent to highways; and, be it
Further Resolved, That the Commissioner of the Department of Public Works shall update the Common Council on the strategy to clean up areas adjacent to highways within 4 months of the adoption of this resolution.
