Analysis
This resolution transfers $10,000 in funds from the 2019 Capital Improvements-Advance Planning Fund account into a subaccount for a design charette for the Villard Avenue Business Improvement District.
Body
Whereas, On December 22, 2009, the Common Council of the City of Milwaukee (“Common Council”) approved the Near North Side Area Plan as a component of the City of Milwaukee Comprehensive Plan; and
Whereas, The Near North Side Area Comprehensive Plan recognizes Villard Avenue as an important historic commercial corridor and specifies redevelopment strategies and policies specific to the corridor; and
Whereas, The City of Milwaukee (“City”) Department of City Development (“DCD”) is working with the Villard Avenue Business Improvement District (“BID No. 19”) and other area stakeholders, including residents and business owners, to explore redevelopment and design solutions for specific, underutilized sites along Villard Avenue; and
Whereas, The BID No. 19 has been engaging with residents and business owners on the development of a Strategic Plan which identifies a design charette as a next step; and
Whereas, BID No. 19 will participate in a design charette with the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”), focusing on five to six high-priority commercial corridor redevelopment sites; and
Whereas, CDS has conducted several design charettes in neighborhoods throughout Milwaukee that have led to the redevelopment of properties; and
Whereas, The City typically provides a financial match to the Business Improvement District contribution to conduct these design charettes; and
Whereas, The design charette will provide a vision for redevelopment of high-priority, underutilized sites along the Villard Avenue commercial corridor within BID No. 19, including exploring potential changes in land use; and
Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $10,000 from the Capital Improvements-Advance Planning Fund Account No. UR01219000A to be allocated to the Villard Avenue Charette Subaccount No. UR01280154 to be used by DCD for a design charette in the amount of $10,000; and, be it
Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, for the design charette for Villard Avenue.
