Title

Substitute resolution approving guidelines for administration of the Fresh Food Access Fund.

This substitute resolution establishes the Fresh Food Access Fund and approves guidelines to be used by the Department of City Development and Milwaukee Health Department to administer the Fund.

...Body

Whereas, The 2018 City of Milwaukee budget established a Healthy Food Establishment Fund (“Fund”) (1910-0001-R201) as a special fund within the budget of the Department of City Development (“DCD”); and

 

Whereas, The Fund is intended to promote fresh food purchase opportunities in neighborhoods lacking such locations; and

 

Whereas, The 2019 City of Milwaukee budget added $200,000 to the Fund; and

 

Whereas, The current balance of the Fund is $400,000; and

 

Whereas, The City’s draft Fresh Food Access Plan (“Plan”) identifies a variety of strategies to increase the access of underserved consumers to healthy food choices; and

 

Whereas, These strategies include support for development and improvement of retail establishments; expanding local food production; improving transportation to fresh food outlets, and nutrition education programs; and

 

Whereas, The adoption of guidelines for the Fund will ensure that it is used to support strategies in alignment with the Plan; now, therefore, be it

 

Resolved, That DCD, in collaboration with the Milwaukee Health Department (“MHD”), is directed to create a grant program that implements the intention of the Fund; and, be it

 

Further Resolved, That the grant program shall be called the Fresh Food Access Fund (“FFAF”); and, be it

 

Further Resolved, That the FFAF shall be administered in accordance with the guidelines included with this resolution as Attachment A; and, be it

 

Further Resolved, That DCD and MHD staff shall report annually to the Common Council on FFAF activity.
