Title:
Resolution relative to acceptance and funding of a Homeland Security WEM/STAC Mobile Pole Camera Trailer System grant.

Analysis:
This resolution authorizes the Milwaukee Police Department (MPD) to accept and fund a Homeland Security Wisconsin Emergency Management (WEM) Southeastern Wisconsin Threat Analysis Center (STAC) grant through the State of Wisconsin, Department of Military Affairs (DMA), in the amount of $121,575.95 with a city share of $0, and a grantor share of $121,575.95. The purpose of this funding is for the purchase of two new mobile pole cameras and the repair of two existing mobile cameras. This new/repaired video surveillance technology consisting of equipment, software and associated training and labor costs, will replace and upgrade the current mobile pole cameras that are equipped with 10-year old obsolete and malfunctioning technology, equipment and software.

Body:
Whereas, Under CFDA 97.067, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice through the State of Wisconsin DMA; and

Whereas, The operation of this grant from 9/16/19 to 5/31/20 would cost $121,575.95, 100% would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2019 Special Revenue-Grant and Aid Projects, the following amount for the program titled: WEM/STAC Mobile Pole Camera Trailer Systems grant.

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 percent.
