Title

Resolution amending Common Council File # 181449 relative to the acceptance of 2018-19 County Substance Abuse Coalition grant. 

 

Analysis

This resolution amends Common Council File # 181449 relative to County Substance Abuse Coalition. The purpose of this grant will allow a creation of a broader sustainable structure focused on the opioid epidemic. 

 

Body

Whereas, Common Council File #181449 authorized the Health Department to accept and fund the County Substance Abuse Coalition from the Wisconsin Department of Health Services strengthen services. This grant provided for a Grantor share total of $18,000 with no city share.

 

Whereas, The grantor share for this program is increased by $38,000 with no city match; and the total cost is increased by $38,000;

 

Whereas, The operation of this grant program from 09.01.2018 to 11.30.2019 would cost $56,000 completely funded by the Grantor; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

 

Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2018 Special Revenue Grant and Aid Project fund, the following amount for the project titled County Substance Abuse Coalition Grant:

Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

 

Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:

 

1.                     Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and

 

2.                     Expend from the 2018 grant budget funds for specific items of equipment; and

 

3.                     Enter into subcontracts and leases as detailed in the grant budget;
