Title

Resolution establishing a sister city relationship between the City of Milwaukee and Tema, Ghana.

 

Analysis

This resolution authorizes the establishment of a sister city relationship between the City of Milwaukee and Tema, Ghana. This sister city relationship shall expire after 5 years unless extended for another 5 years by Common Council resolution.

 

Body

Whereas, The Common Council created the Sister Cities Committee to assist in the establishment and maintenance of sister city relationships pursuant to Sister City International guidelines; and

 

Whereas, The Sister Cities Committee reviews requests for new relationships, investigates and makes recommendations to the Common Council concerning the establishment of new relationships and the maintenance or termination of existing sister city relationships; and

 

Whereas, The Sister Cities Committee has reviewed the application of Tema, Ghana, and recommends that a sister city relationship be established pursuant to ch. 335 of the Code; and

 

Whereas, Tema has a population of 292,773 and is located 15 miles from the Ghana’s capital, Accra; and

 

Whereas, Tema has Africa’s largest human-made harbor with the busiest port in Ghana; and

 

Whereas, Tema is working to expand its port activities and partner with the Port of Milwaukee for training and trade; and

 

Whereas, Tema has a prominent nursing school that hosts students from their United States sister cities to teach tropical medicine practices and expand their range of expertise;

 

Whereas, A sister city relationship between the City of Milwaukee and Tema, Gahana, will benefit both parties in port and trade activities, student exchanges and cultural festivals; and

Whereas, The sister city relationship will receive local support from the Ghana Milwaukee Association, Inc.; and

 

Whereas, The sister city relationship will also receive support in Tema, Ghana through the Tema Mayor and City Council; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the establishment of a sister city relationship between the City of Milwaukee and Tema, Ghana, is authorized; and, be it

 

Further Resolved, That the appropriate city officials are directed to execute an agreement between the City of Milwaukee and Tema, Ghana, to formalize the sister city relationship; and, be it

 

Further Resolved, That the sister city relationship shall expire 5 years from the execution of the agreement unless extended for another 5 years by Common Council resolution.
