Minutes note: Individuals present: Steve Mahan - Community Block Grants Administration Ald. Stamper said there will be a summit hosted on community organizing with the police department and a full-time position will be created to community organize. He is going to RPF NSP 19, 14, 8 and 11 and will be collaborating with the Office of Violence Prevention and the MPD. The summit will occur in January. They will be looking for new entities to fund or those organizations that can work with new entities. Milwaukee County District Attorney - the community prosecutors is now fully funded. Dave Mitzel - Boys and Girls Club - speaking on adding Saturday hours if they got more funding. Travis Landry - West Care Wisconsin Shanee Jenkins - YMCA of Metropolitan Milwaukee Trina Bond - Housing Resources, Inc. Kristin Luzar - Urban Economic Development Association Mario Higgins - Community Block Grants Administration. Ald. Stamper moved to amend the file to strike funding of NSP 19, 14, 8 and 11 and a new RPF to be issued for these four NSPs. There were no objections.

S. Department of Housing and Urban Development through the Community Development Grants Administration.
Analysis
This resolution authorizes the Community Development Grants Administration to submit its Annual Action Plan to the U. S. Department of Housing and Urban Development for the City of Milwaukee’s 2020 Community Development entitlement estimated at $21,500,000. In addition, this resolution designates the Mayor as the authorized representative for the consolidated community development entitlement, approves the certifications required by the Department of Housing and Urban Development and authorizes the Community Development Grants Administration to execute and implement the projects to be designated in the Annual Action Plan.

Whereas, The City of Milwaukee appears to be eligible for a Community Development entitlement funding for 2020 estimated at $21,500,000 which includes CDBG funding at $15,000,000, HOME funding at $5,200,000 and ESG funding at $1,300,000; and

Whereas, CCFN 190452 adopted on July 30, 2019 authorized the 2020 Funding Allocation Plan; and

Whereas, CCFN 75-1610-2f authorized the continued allocation of program income from the Milwaukee Economic Development Corporation for economic development activity utilizing a revolving fund; and

Whereas, It has been determined, that operation of this grant program for one year would generate an estimated $75,000, for CDBG and $300,000 for HOME in revenue (program income) from authorized revolving fund projects as well as additional program income from other projects; and
