Title
Substitute resolution relative to acceptance and funding of the 2019 Justice for Families Program Grant from the U.S. Department of Justice, Office of Violence Against Women.

Analysis
This resolution authorizes the Health Department to apply for, accept, and fund the 2019 Justice for Families Program Grant from the U.S. Department of Justice, Office of Violence Against Women in the amount of $550,000. The purpose of the program is to support the safety of victims of domestic violence through the provision of safe exchange and visitation services, and assist low-income victims of domestic violence, sexual assault, stalking, and non-offending parents in their efforts to achieve safety and independence from abuse by providing free civil legal assistance.

BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Justice, Office of Violence Against Women to provide safe exchange and visitation services, and free civil legal assistance; and

Whereas, The operation of this grant program from 10/01/19 to 09/30/22 would cost $550,000 entirely provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the U.S. Department of Justice, Office of Violence Against Women is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:

1. Commit funds within the Project/Grant parent account of the 2019 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Justice for Families Grant:
