Resolution approving the submission of the Housing Authority’s 2020 Agency Plan to the U.S. Department of Housing and Urban Development.

 

WHEREAS, each year the Housing Authority is required to submit an Agency Plan to the U.S. Department of Housing and Urban Development (HUD); and

 

WHEREAS, the Agency Plan sets forth the Housing Authority’s goals and objectives, policies and the resources anticipated to be available to support its’ public housing and Section 8 Housing Choice Voucher Program operations and related services for the next fiscal year; and

 

WHEREAS, the goals for 2020 include but are not limited to continuing the transformation of the Westlawn neighborhood under the Choice Neighborhood Initiative, implement Rental Assistance Demonstration (RAD) conversion on AMPs that are deemed feasible, open the family low income waiting list, continue efforts to improve Section 3 outcomes and processes, work with the City of Milwaukee on a regional plan to affirmatively further fair housing; and

 

WHEREAS, the 2020 submission includes the Annual Performance and Evaluation reports for 2019 CFP, 2018 CFP 2017 CFP, 2016 CFP, 2016 RHF #1, 2016 RHF #2, 2015 RHF #1, 2015 RHF #2, 2014 RHF #1, 2014 RHF #1,

 

WHEREAS, the Resident Advisory Board reviewed all documents included in the Plan and voted approval at their September 26, 2019 meeting; and

 

WHEREAS, HACM has developed its proposed 2020 Agency Plan in accordance with HUD’s electronic template requirements considering input from program clients and the general community; and

 

WHEREAS, HACM is required to conduct a public hearing, which is scheduled for October 16, 2019; and

 

WHEREAS, HACM has scheduled an additional public hearing on October 22, 2019, and any comments from this public hearing will be submitted to HUD as an addendum to the Plan; and 

 

WHEREAS, if there are any comments from the October 22, 2019 public hearing that require a substantive amendment, this amendment will be processed in accordance with  HUD requirements; and

 

WHEREAS, the Secretary-Executive Director recommends that HACM’s 2020 Agency Plan be approved and electronically transmitted to HUD by October 18, 2019 in order to comply with the RAD planning process deadline; now, therefore, be it

 

RESOLVED, that HACM’s proposed Agency Plan for 2020 be and is hereby approved; and be it further

 

RESOLVED, that the Secretary-Executive Director is hereby authorized to electronically transmit HACM’s 2020 Agency Plan to HUD by the required due date.
